refactor (hardware wallet) : reduce the number of threads (#9644)

* refactor(hardware-wallet) - use only one thread

This changes parity to use one thread instead of two to subscribe USB
events via the hardware-wallets.

* Fix logs and tests

* fix(grumbles) : formatting and spelling nits

* Update hw/src/lib.rs
