Add api.util.encodeMethodCall to parity.js (#4330)

* Add api.util.encodeMethodCall

* Update spec description path, strip hex

* Remove options, add encodeMethodCall(name, inputs) signature

* Simplify interface with types-only inputs

* Add abiEncode & abiDecode functions
