Fix wallet import (#7873)

* rpc: generate new account id for imported wallets

* ethstore: handle duplicate wallet filenames

* ethstore: simplify deduplication of wallet file names

* ethstore: do not dedup wallet filenames on update

* ethstore: fix minor grumbles
