Added a tool to overwrite existing user data keys

To run:
devtools/admin/main.go --session-id=+254712345678 overwrite offerings Software

session-id: User identifier
overwrite: sub-command in the devtool
offerings: data symbolic key
Software: the intended new data

Available keys:
first_name, family_name, yob, location, gender, offerings
